The Holy Spirit is a part of God.
One can be baptized with the Holy Spirit, which means that one get the Holy Spirit in one’s heart.
The Holy Spirit will help one to understand the word of God, and will also help reagarding christian work.
«For John baptized with water, but in a few days you will be baptized with the Holy Spirit.» Acts 1.5
«But you will receive power when the Holy Spirit comes on you» Acts 1.8
«On the last and greatest day of the festival, Jesus stood and said in a loud voice, “Let anyone who is thirsty come to me and drink. Whoever believes in me, as Scripture has said, rivers of living water will flow from within them.” By this he meant the Spirit, whom those who believed in him were later to receive. Up to that time the Spirit had not been given, since Jesus had not yet been glorified.» John 7.37-39
«Jesus replied, “Anyone who loves me will obey my teaching. My Father will love them, and we will come to them and make our home with them.» John 14.23

If one belive that God will give one the Holy Spirit if one pray for it, one can have it by praying oneself.
If one don’t have faith to get the Holy Spirit by own prayer, it’s a possibility to get it, by that someone with faith pray for one, and/or do laying on of hands.
«When they arrived, they prayed for the new believers there that they might receive the Holy Spirit, because the Holy Spirit had not yet come on any of them; they had simply been baptized in the name of the Lord Jesus. Then Peter and John placed their hands on them, and they received the Holy Spirit.» Acts 8.15-17
