Because of the fall of man (see Genesis 3), we all are carrier of this original sin.
It’s the biologically part of us, which is carrier of this sin (not our soul or spirit).
When one have this original sin / body of sin, one reap the fruits of this sin, so that one’s life get less good that it else would have been.
Baptism to Jesus, justify one from the original sin
In a baptism, ones body get baptized to the body of Jesus, and is done by that a christian is immersing one’s body in water, for baptism to Jesus.
The oldest text for the new testament, is written in greek,.. and the greek word which there is used for baptism, is the word; baptízô, which is a word used for dip, wash, and baptism.
When one are baptized to the body of Christ, then one’s body take part in Jesu death on the cross, his funeral, and his resurrection.
One have then been justified from the original sin,.. and raised up with Christ,.. and is like that born again / a new creature.
One are however still carring the original sin (which still make one capable of sinning (and then reap the negative fruits of the sin)), but one have been justified from the original sin, I like that one avoid some negative consequences of having the original sin.
«Or do you not know that as many of us as were baptized into Christ Jesus were baptized into His death? Therefore we were buried with Him through baptism into death, that just as Christ was raised from the dead by the glory of the Father, even so we also should walk in newness of life.
For if we have been united together in the likeness of His death, certainly we also shall be in the likeness of His resurrection, knowing this, that our old man was crucified with Him, that the body of sin might be done away with, that we should no longer be slaves of sin. For he who has died has been freed from sin. Now if we died with Christ, we believe that we shall also live with Him» Romans 6.3-8
«when once the Divine longsuffering waited in the days of Noah, while the ark was being prepared, in which a few, that is, eight souls, were saved through water. There is also an antitype which now saves us—baptism (not the removal of the filth of the flesh, but the answer of a good conscience toward God), through the resurrection of Jesus Christ,» 1 Peter 3.20-21
«But when the kindness and the love of God our Savior toward man appeared, not by works of righteousness which we have done, but according to His mercy He saved us, through the washing of regeneration and renewing of the Holy Spirit,» Titus 3.4-5

The power of God is at work in baptism, if faith for that
In the same way as with prayers, where there must be faith in that God basically help (Mark 11.24),.. there need to be faith in that God is at work in baptism, for that work to happen.
«having been buried with him in baptism, in which you were also raised with him through your faith in the working of God, who raised him from the dead.» Colossians 2.12
In the same way, as if someone pray for one, lack of faith in help from God can be compensated, by the person batizing one, as long as he/she has strong enough faith to do so (as more compensating needed, as more difficult to compensate),.. and like that the power of God can work anyway in the baptism.
If one didn’t have faith in that God will work in the baptism, and the person who baptized one where not able to compensate,.. then God will probably do the work the day one get faith in that God will do the work regarding that baptism.
Who can baptize
Everyone who is christians, and who know what a baptism is, can baptize.
In addition, the person should have faith in that God is at work in the baptism.
